The 2001 census suggested that Devon’s BME population was only 1.4%; a low number when compared with a national average of around 7.5%. More revealing than these figures is the fact that in the years between the 1991 and 2001, the BME population had grown by over 90%. Since 2001 that growth has accelerated even further and the local PCT now estimates that the BME population in Devon is around 6%. Unfortunately, many service providers still find some of the BME population hard to reach; and vice-versa. The result too often is isolation of individuals, families and communities; lack of access to a range of public services such as education and health; and too few opportunities for cross-cultural integration.
