Ethnic Devon - A Rural Handbook
Between
2000 and 2003, the Devon & Exeter Racial Equality Council has
been reaching out into the rural districts of Devon, to listen
to the experience of Black and Minority Ethnic people living in
the rural areas. This project was prompted by the recognition that
most of the work on race equality in Devon had centred on Exeter,
and therefore the situation of Black and Minority Ethnic people
1 living in rural areas was largely unappraised and unaddressed.
The Rural Outreach Project therefore focussed its work on the 7
rural districts of Devon.2
The aim of the project was to provide a platform for Black and Minority Ethnic
people living in rural areas to describe their experience of living in rural
Devon. The full report, produced as a Handbook, makes extensive use of quotes
and case studies so that the voice of participants is clearly heard. What emerged
was a distinctive perspective on life in rural Devon, which has up to now been
largely unheard.
We also hope this project will help rural service providers to be better informed
and better equipped to address race equality in the rural context. To this end
the research also listened to the experience and concerns of front-line staff
from a wide range of service-providing organisations and a variety of sectors.
We have heard from professionals about their concerns for the situation of excluded
Black and Minority Ethnic people and, the difficulty that many organisations
experience in knowing how to address race equality in a rural setting.
The project was designed to be as responsive as possible to participants' own
experience and therefore the direction it takes, has been led by their concerns.
For this reason the research not only covers issues directly related to ethnic
identity, but also covers general issues relating to their experience of living
in rural area. In this way, the project intends to provide a Black and Minority
Ethnic input to service providers' general planning, as well as to planning related
to the promotion of diversity and anti-racism.
